Indian Country Programs


Indian Country Programs provide all of the business resources available to Native American businesses and tribal governments in Montana under one office.  The following programs fall under the purview of the Office of Indian Country Economic Development

  • State Tribal Economic Development Commission- a Governor appointed 11 member board with representatives from each of the tribal nations and the Directors of Commerce and Indian Affairs, and the Governor's Chief Business Development Officer.
  • Tribal Business Planning Grant (TBPG)- for eligible tribal governments and organizations undertaking comprehensive business planning and development activities for the benefit of tribal nations in Montana.
  • Native American Business Advisor (NABA) Grant- for community-based organizations and entities to assist private sector business development in Indian Country.
  • Indian Equity Fund (IEF) Grant- for start-up or expanding Native American businesses on Montana of tribal members enrolled in tribes in Montana.
  • Native American Collateral Support (NACS)- for Native American owned businesses seeking traditional bank financing who need assistance in meeting their collateral requirements.
  • Montana Indian Language Program (MILP)- for tribal governments and organizations to preserve and perpetuate spoken, written, sung, or signed Indian languages.
  • Indian Country Region/ Tribal Tourism- to expand tourism activities and visitation in the Indian Country tourism region.


Funding for the family of programs under the ICED funding (Tribal Business Planning Grant (TBPG), Indian Equity Fund (IEF) Small Business Grant, and the Native American Business Advisors (NABA) Grant) was passed by the 66th Montana State Legislature as part of House Bill 2 and signed into law by Governor Steve Bullock in May 2019.  These programs allow the Indian Country Programs to continue to articulate measurable success for investing in business and economic development activities on reservations in partnership with tribal governments for the benefit of tribal communities and members.  More information for each program can be seen by clicking on the picture button at the bottom of this page for each program mentioned.

  • Application Period: July 1, 2019 to September 30, 2019
  • Eligible Applicants: Enrolled tribal members of the Blackfeet Nation, Chippewa Cree Tribe, Confederated Salish & Kootenai Tribes, Crow Nation, Fort Belknap Indian Community, Fort Peck Assiniboine & Sioux Tribes, Little Shell and Northern Cheyenne Tribes.
